Summary of the Development Application (DA)

The DA was lodged at Shoalhaven City Council on 18 Aug 09 by Watkinson Apperley Pty Ltd., on behalf of Tomerong Waste Pty Ltd., for converting the Quarry void into an inert waste landfill. The total project value was estimated to be $1.5M. Development Advisory meetings had been held with the Council in 2006 and 2007 following which Watkinson Apperley and Quadro Australia Pty Ltd prepared an Environmental Impact Statement (EIS). The owners of the property are In-Ja-Ghoondi Land Trust who lease the property to Tomerong Quarry for extricating shale primarily for road building.

The objective of the proposal is to fill the void created by past and future quarrying operations with waste. The current void has a capacity for 900,000 cubic metres of waste but that would increase as quarrying operations would continue alongside the waste facility. Initially the facility would receive 50,000 tonnes of waste pa and build to 100,000 tonnes over an eight year period. It is estimated that the landfill would take 20 years to fill.

Waste that is classified as non-putrescible waste can consist of; glass, plastic, rubber, bricks, metal, concrete, paper products, household waste from municipal cleanups, sediments and gross pollutants from stormwater traps, lead contaminated waste, lead paint, dangerous goods containers, drained crushed oil filters, oily rags, drained oil containers, non-putrescible vegetative waste, building cavity dust, synthetic fibre waste, building and demolition waste, asphalt waste, biosolids, concrete, resins, polymers, glues, paints, coatings and inks. It is proposed that landfill would be diverted from tips belonging to the Southern Council Group to extend their life and the site would be converted into a parkland/pasture environment on completion.

Other major points from the supporting DA documents include;

  • As the proposal is a designated development it would be assessed by the Council but determined by the Joint Regional Planning Panel.

  • The site is 3km from St Georges Basin and 7km from Jervis Bay. Surface water from the site drains to both these bodies of water. Tomerong Creek is 350m from the landfill site and would be 150m from the sedimentation ponds.

  • Waste would be delivered in 10 and 20 tonne transfer vehicles and deposited and compacted in layers.

  • A new single lane bridge would be constructed over Tomerong Creek.

  • Operating hours would be 7-3 Mon-Fri and 8-4 on Saturdays.

  • The venture would employ 4-5 employees.

  • The landfill would be covered to leave a hill 50m above AHD (effectively the mean sea level) with the quarry base 15m above AHD and the quarry sides (3 of) 36m AHD, on a site ~400m x ~200m.

  • Leachate from the fill would be collected and pumped to a 46 x 46m leachate dam above the fill. Irrigation of the site would occur during dry weather with application areas signposted and cordoned off for human safety. If not managed correctly, there is potential for the landfill leachate to seep beyond and beneath the Quarry.

  • The site will impact on Commonwealth listed vulnerable species and Commonwealth listed migratory species.

  • Threatened species, populations and ecological communities may be affected by the proposal.

  • A 600m buffer zone exists between the quarry and any future residential development. The closest residence is 770m to the south.

  • Four registered groundwater bores lie within 1km of the site.

  • The site can be accessed by Parnell Road or Gumden Lane. Parnell Road is in a poor state and accounted for 22% of the traffic in 2007.

  • Waste truck movements would equate to approximately 11,430 pa or 38 per day, equating to a 28-56% increase to the maximum permitted Quarry movements. The Quarry has an average of 8 truck movements per hour with the landfill expected to have 5 movements per hour.
